Screenshots help so I can only assume it's idle and at .625V(completely normal and okay) When you're in the game that number will go up. https://www.msi.com/page/afterburner can show you that and more. You need to enable Monitoring and the OSD through its settings.

That would result in the graphics card to be essentially off.
Start the overclocking procedure from the default or one of the overclocking modes. Increase the GPU voltage from there.
I would watch a few overclocking tutorial videos. Like this one.
