Really low fps in games, very high load rates on my CPU, thinking that is the issue?..

Pc specs: gtx 1070, i5-3570k, 16gb ddr3 ram, asus maximus V gene mobo, running corsair liquid cooler in a large case with several fans. ssd 120gb boot drive, 300gb hdd, 400gb hdd.

Originally I posted this specifically about Rainbow six siege (through steam), but now I've noticed in pretty much all my online/multiplayer games and some single player games have either low fps or are stuttering badly. I've noticed my CPU has been having really high load rates, which I think now might be the cause for the low fps. Even in borderlands 2 I was getting 100fps then down to 30-40fps when fighting enemies.

So.. this all started when I noticed my Fps stuttering in Rainbow Six Siege was a lot worse than normal, so I searched forums/youtube/anywhere I could to try and fix the problem. I only tried a few different things like:
-turning Nvidia control panel settings so it utilizes the gpu more than cpu
-updated Geforce Experience drivers
-setting Siege to High priority while it's running (have to do it every time though, didn't help anyway)
-going into the file "Game Settings" and changing the fps from 0 to 144 (didn't save, and didn't work)
-repairing Microsoft Distributable++ apps
-restarted my pc after every fix attempt
-lowering my audio device quality (some people were saying this fixed their "audio and fps stuttering" but did nothing for me)
-tried verifying integrity of game files through steam twice after making some changes (it said all files were fine both times)
-tried clearing download cache in steam
can't think of anything else but i'm pretty sure that's it.


NOW, after I tried to fix the Fps stuttering, the audio gets really stuttery/cuts out completely all the time, but only after I get to the main menu and it says "Press any key to continue" does this happen. All loading screens before this the audio is fine.
Then while running the game in solo T-hunt just to see performance, my Fps is reeally low, like 30's when i usually get 90-130, and the audio is fucked as well.

Note: I downloaded Nzxt's CAM app to check cpu temps and load, temp is low usually 35-40 degrees Celsius, and load is usually pretty high which i'm pretty sure has always been the case for my pc.

Today, After uninstalling + reinstalling siege from the steam app, I tried the game again, and nothing has changed. I then went through and re-changed anything I could think of back to default to see if that fixed it, and nothing worked. I have no idea why this is happening, and I can't think of any way to fix it now. Please help.

Update- I've checked out my other games and noticed that Fps is really low and/or stuttering. I've also noticed my CPU load is usually 80-100% while games are running.. I'm worried. I can't remember changing anything permanent/deleting anything that shouldn't have been? So frustrated.

When the CPU reach 100% in game, it causes (99% of the time) stuttering because it can't process pictures sended by the GPU fast enought.

Try to see if there is any process running in the back ground like an update or a virus to free some CPU utilization.

Also, check your hd isn't dying
If your hd is struggling you going to lag out
HD Sentinel free for 30 days - will give you status of your HDs
Check for malware - ZHPCleaner - could be that.
Complete uninistall of drivers using DDU (google it) Follow prompts, but before you run it, download latest drivers from Nvidia website.
Also sometimes you need to go to an older version of the drivers, like 6 months ago - because bugs do happen in newer versions.

I forgot to add I went through and deleted any apps I didn't need and went through task manager checking any processes or .exes that might be taking up a bunch of usage but I didn't find anything. Even if I don't have a game running I've noticed that just running Chrome or really any program my Cpu usage spikes also.

Ok wtf. I checked for a windows update manually last night and there apparently was a big update, and it updated and now everything's working again. My CPU load still spikes really high, 70-99% when I open a new program or something, but then it idles down a little while im using it.. Siege doesn't have any audio stuttering or FPS stuttering at all, and im getting 100ish-fps consistently.

Limit your frames, or turn your graphics settings. You are probably pushing too many frames to your CPU. I would doubt that your HDD is causing such bad studdering. If anything, your load times would be bad. What % is your CPU idling at?

The CPU spiking during the launch is normal.
If in game it doesn't spikes above 90%, you're, normally, good.

The update issue is usual. Everytime there's a big update, my PC has lag/stuttering...
