Is my psu giving enough power to my PC?

Hi, I want to ask a question.
I just recently bought an i5 3470 for 30$ used ofc. I put it in my MSI h61mu-e35(b3). And i only get max turbo of 3.4GHz. When the intel page says it can get to 3.6 ghz. Is it possible for my psu not giving it enough power?
My pc spec are
PSU: sl-500a (I use molex to 6 pin adaptor
CPU:I5 3470
MB: h61mu-e35(b3)
Hdd: a hitachi 500gb
Ram: single module 8gb ddr3 1600 mhz corsair
GPU: amd hd 6850 1gb gigabyte

Solution
A 500W PSU w/o a 6-pin connector is a fake 500W PSU. If This is your PSU, it has the +12v rail specs that put it in the 350W range, not 500W. A bit weak for even the aging HD-6850.

The i5-3470 has a turbo speed that is dependent on how many cores are in use.
Maximum turbo frequency:
3600 MHz (1 or 2 cores)
3500 MHz (3 cores)
3400 MHz (4 cores)
