Will a 650W PSU Work Well With a 400W Build?

That's a good quality PSU; so I would say yes it will easily handle 400W load.

Unless you'll be running dual-GPUs or something it should work, and even then it can handle a lot of dual-GPU setups. But, it's best if you post all the system components that you will be using with this system.
