Need Advice Regarding Upgrading Motherboard And CPU

I want to replace the motherboard/CPU of my desktop computer, due to numerous/ongoing/recurrent problems. Computer hardware is not my forte, though!

Currently, I have the following:
• Motherboard: MSI H61M-P21(B3)
• Processor: Intel Core i5-2400 Quad-Core Processor 3.1 GHz
• 2x 8GB RAM
• Graphics Card: NVIDIA GeForce GTX 260
• AVerMedia A323 MiniCard Hybrid ATSC (Used very occasionally)
• 3x internal 1TB HDDs
• DVD Drive

I use a laptop at work, but at home, I use the desktop for office work, mail, web browsing, photo and video editing (Photoshop and Premiere Pro). Windows 10 is the OS and I think Photoshop and Premiere Pro are the 2 programmes needing most resources. I do not play games. My video, picture and music collection is stored on a 1 TB drive. I only use one monitor.

A dealer suggested the following Core i5 8400 Pro Upgrade Kit (MSI B360M BAZOOKA USB 3.1 Motherboard + Intel 8th Gen Core i5 8400 Up to 4.0GHz CPU + 16GB DDR4 2666MHz RAM)

With the above in mind, what are possibilities that I can consider? It is important for me to have adequate performance to be able to easily use Photoshop and Premiere Pro. (I believe that if I upgrade the motherboard, the CPU and RAM need to be replaced.)
 
If you don't mind to use AMD, like ryzen 2600 + AM4 motherboard+16GB RAM, I think they should be cheaper than the intel i5 8400, because I don't where you are. I added one review, they have almost same performance, if you oc the ryzen, you will get better price/ performance too.

Thanks for the response.
I'm from South Africa, so access to the products is not a problem. Price, however, might be a factor, as our currency (Rand) is not doing too well, compared to the USD.
I have actually read quite a lot about the Ryzen, so I think I might buy the Ryzen 2600.
For my needs, what AM4 MB will be adequate?
Would I still be able to use the graphics and media cards?
