Can I replace this capacitor?

On my broken power supply I found a bulging capacitor. It is rated at 2200uf 6.3v. I am going to replace it but I cannot find one with the same rating. The closest one I have is 1500uf 6.3v, is it safe to replace it? And what are the risks?

No, it is not safe to replace a 2200uf 6.3v capacitor with one of lower specifications. The risk is you will blow the replacement as soon as you apply power.

You can safely replace the capacitor with one of higher specs though. at least the same capacitance but higher if OK. And at least the same voltage but higher is OK. For example, 2200uF @ 9v is OK.
