GTX 1070 Performance Issues (High Usage/Low Frames)

I built my first PC around a year and a half ago, the graphics card was a Zotac GTX 1070. It worked right for a while, but all of a sudden started getting horrible frame drops and very poor performance. The card was almost always at 100% usage, even when just looking at the desktop. I tried everything to fix it, eventually I sent it in for an RMA, and Zotac said it failed the tests and sent me a new one, same exact model and everything.

The new card worked like magic for a day, then the same exact issues started happening. I don't know if my computer is killing these cards, or if Zotac just has horrible quality check. Maybe there is some system problem that just doesn't kick in at first? I am just defeated as I have updated the drivers more times than I can count, I have tried every configuration of settings in the Nvidia control panel, I have read hundreds of forums and done everything others have done to fix it. My specs are:

CPU: Intel i5-6600K @ 3.5
RAM: 16gb DDR5
GPU: GTX 1070
Mother: MAXIMUS VIII HERO

Just ask if you need anything else, I have GPU-Z screenshots while in action. Any help would be appreciated. Also this is the first time I have posted on a forum so sorry if the format or anything is weird.

Zotac is actually one of the worst brands i have ever ever encounter. But, lets try to be possitive and assume the card was alrite...
what program are you using to monitor your GPU?
I would recommend you to download MSI afterburner and check the Clocks frecuencys while gaming, its temperature and the fan speeds as long as the GPU usage (that might be 100% for what you described)
Once you got all that info, please reply me back and lets see what we can do.
(Also if possible i would return the card to the store you purchased it and change it for any other brand of the 1070 XD )

Sorry for the late reply, but I found the issue. The card is 100% faulty, as my system works totally fine when I run without it. Obviously I can't game with no graphics card, but I know the card is the issue. I even plugged in a friends old 970 and the computer ran better, so it shows that the system works with other cards.

My new issue is the place I originally ordered the part from won't allow me to return it only because it's an RMA replaced part, so that sucks. I think I will RMA the card again, but I doubt they will give me a refund so idk what to do. I'm pissed that two cards they have sent me don't work properly and I just am curios what y'all think my best course of action is.
