My HD Audio Manager is not letting me change the Audio Format for my Mic. How do I force it to allow me to change the default format.

Not sure what you mean by audio format?
If you don't have any options to change the analog to digital conversion for the mic input I would say it's fixed.
The analog to digital conversion might be changed the recording software.
The bit and sampling rate as well as the audio file type created by that software could be changed too,
