As the title might indicate it's time for me to upgrade my GPU. I currently have a EVGA GTX 970 SC and willing to put $400-600 on a stronger GPU and i'm thinking if I should wait for the RTX 2070 (release price $499/599$)? The release price for it is lower than the 1080 and 1080 Ti where I live, but I don't know about the performance and the likelihood of it outperforming those two.

Also, my CPU is a 2010/2011 model (i7 2600 3.40 GHz). Should I consider upgrading this before I look into GPUs?

I aim for maxing out (with 60fps) games like Witcher 3, World of Warcraft, Wolfenstein 2, Dishonored 2 etc. I also game on a 1440p monitor and am considering getting a ultrawide (3880x1440p 144hz) monitor in the future.

So the question, in short, is: Wait for the RTX 2070 or look into discounted 1080/1080ti's? Upgrade the CPU? Sadly my knowledge of the "deeper technicalities" is lacking so I'd appreciate simpler answers lol. If you need to know anything else, let me know

Thanks

Solution
For 1440p 144Hz monitor, go for 1080ti or 2080.
Trust me!
I am on 1080+XB270HU and I am thinking already to get better cards. Witcher 3 is the gpu heaviest I have right now.
2070 (according to my crystal ball) or 1080 will not do the job well if you wanna maxed out everything and activate everything on Witcher 3, especially if you still add more graphic mods to it.

If you are even planing for 3440x1440p 144Hz or even 4k, just feel free to jump up to 2080ti!

I'd say wait till the other cards in the series come/trickle out. If you upgrade the CPU, you're going to have to upgrade your motherboard and ram as well. With all things considered, the prices before pre-orders were amazing. After pre-orders ended and all AIB launched, the prices were salty to most and everyone.

Waiting would be the wise decision. 600USD is a healthy budget for a new CPU+mobo+ram combo but we're left wondering what the rest of your build is and if your PSU can handle more(abuse). Might want to list your current specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

I would not be that sure for the price drop anytime soon. nVidia still has plenty of them 10xxs!
I think that is among many reasons for the high RTX prices.

You are on I7 2600 and GTX 970?
hmmmm...you should start thinking about your old I7 2600 too.
It should be already a noticeable bottleneck on quite a few new processor heavy AAA games.
You can perhaps still hold on to it for a while longer but you should already start planning to replace the complete platform.
Especially, if you aim to really get 144 fps, I would start planing.
