i just got a new GPU its a 1050ti i loaded up cs go and i was getting around 10 to 12 fps when i was getting 40 to 50fps on my old GV-R726XOC-2GD. Originally i thought it was a driver problem because my computer was crashing a lot. I used ddu and then installed the new drivers but nothing changed except the crashes. I understand that my CPU which is a amd a8 7600 radeon r7 might be bottlenecking my GPU when i was checking my rates in msi afterburner while playing my GPU was doing around 12 to 20% but my CPU was sometimes steady at 100% but i still should not be getting lower fps with my newer GPU then my older one.

Solution
Have you tried increasing the gfx settings of any game, to try to increase GPU load a little? It might mean for less FPS, but a smoother overall experience.

Also consider CPU load before game starts, and anything that might be interfering with it, such as non-essential Nvidia software. Also consider swapfile allocation increase if applicable. Basically look for ways to isolate the problem a little.

Perhaps also check CPU driver(s) assigned, given that you've probably uninstalled or disabled the AMD drivers for the gfx. When I changed from onboard AMD gfx to Nvidia card, it was a bit of a pain due to the AMD software package being aimed at CPU and GPU (it shouldn't have been, but it was). I think I went back to the original AMD version...

I think I went back to the original AMD version drivers that came with the mobo but ignored the gfx aspect of the setup.

That all said, the CPU driver file is an MS driver, dated 2006, called amdppm.sys (and probably isn't even important in this case :D )

For what it's worth, I added a GTX 1050, and it's overkill for the 7600 most of the time. It don't suffer from massive FPS issues, but then I don't go trying to play games that the A8-7600 can't handle (CS GO should be ok though). ;)

Solution
The crashes make me think there's a configuration issue. I'm assuming you bought a new card. You should not be getting such low framerate, at 1080p I'm assuming.

I'd go back to the start. If you put your old videocard back in, and install the drivers, does the computer work normally?
