Laptop GPU not running at max frequency when playing games

This is my first post, I'm sorry if I posted it on a wrong thread

So, I bought this new gaming laptop (ROG strix hero II, gtx 1060 6gb) a month ago. The problem is, when I play games (plugged in) after a few seconds in game, my fps drops, then came back high, then drops again over and over. I checked the temp with rog gaming center and it says that the temp is not that high (about 70-80C), but my gpu frequency constantly down and up between 1300mhz to 1800mhz.

If anybody can help me explaining what might be the source of the problem I really appreciate it, thanks

Yes I mean the GPU temp. I can't check it right now, but if I remember correctly, the CPU temp is always a little bit higher than GPU.
I was suspecting the temp of gpu and cpu might be the reason of the gpu throttling (or whatever it's called), so I tried using a Coolpad. The weird thing is, the gpu throttling is even more crazy eventhough the temps are lower, making games run with lower fps, more stuttering than without using one.

If you come to think twice it is not that crazy.
Since your CPU cant go Further cause it has dangerous Temps (they might be at 65~75 as much cause thats normal gaming temps) then it is Bottlenecking your GPU just because its thermal throattling the CPU so the GPU will not go further aswell.

Anyway, since the PC its recently purchased i wouldnt touch it (open it), the best solution is to try a Cooling base and see if that helps.

Apparently, resetting pc solve my problem.
