Performance drops when using certain power adapters? (specifically a single 6 pin to a single 8 pin)

Using a single 6 pin to 8 pin adapter for a gtx 1070. Noticed a little stuttering and framerate drops, and concluded that the psu perhaps was not supplying enough power. Would an adapter lower performance, given that it is only a single 6 pin to a single 8 pin?

It's certainly a stretch. Mine has 470 watts, but I have a retrofitted office pc (Dell XPS 8900) which has been somewhat versatile to upgrades. The TDP for my gpu was benchmarked on Tom's Hardware to be 155 at most, while the XPS was supposedly built to handle GPUs up to 225 watts, which is why I thought maybe it was the adapter.
