Computer can get very laggy at times

Hey guys, I just want to ask why my computer gets a lot of fps drops. I usually only play Overwatch and League of Legends, and LoL runs fine at high settings but Overwatch becomes very laggy.
It's not just games as well, sometimes I'm just browsing the web and my computer begins to stutters for a while.

Cpu: Intel I5 4690 - 3.5GHz
Ram: 4gigs (had 8 but the other stick isn't working anymore :/)
GPU: Gigabyte Radeon 7970
PSU: VS550 — 550 Watt Power Supply


I'm not tech-savvy, so I don't understand too much.

I believe the PSU is roughly 4 years old and I'm on windows 10. I am also currently reinstalling my GPU drivers.
 
agree. 4gb is the bare MINIMUM for even just windows 10, not including anything else that runs, games, apps, whatever. 4 isn't enough. 8GB is the new minimum, 16 preferred for gaming.

my notebook was horrible with only 4gb ram. once up to 8, windows was snappy and apps worked fine.

When I add the other ram stick back, my computer keeps beeping and wont turn on.

Yeah i guess i would need to add a extra stick in. Only reason why i didn't is because i don't understand too much about computer and whether or not 4g of ram can have such an effect on the performance.

So i put the working ram in the other slot and it didn't turn on.
I took the working ram stick out and put the other one that i took out a couple of weeks ago in the slot of the working ram (still didn't turn on)
I put the same ram in the other slot and it didn't turn on again.
I put back the ram that was originally powering up my computer the last few weeks back into the original slot and my computer powered up now.

So I'm guessing the other stick of the ram is broken and the slot for the ram is broken.
If that's the case, can anyone recommend me a new motherboard? (unless I'm able to get the slot fixed)

Yeah i did. I put the good ram stick in slot 1 and it powered on, then put it in slot 2 but my computer didn't power on from that
I put the ram stick that i suspect was broken in slot 1 first, and my comp didnt turn on, and then slot 2 and my comp still didn't turn on.
I put both in and switched their places and still didn't turn on
So right now im just running on 1 - 4gb ram
