I'm building a new system and I thought I'd ask before I pay too much for too little.

The thing that confuses me most is the CPU. Everyone is talking about how great the i3-8100 is but on CPU compare websites it's not the case. If you know any good cpus for under 140$ CAD please let me know I'm pretty stuck on this.

No, not particularly. You're locking yourself into an ancient, underperforming platform, with no price benefit to compensate for that and the lack of upgrade path.
