I'm building a new system and I thought I'd ask before I pay too much for too little.

The thing that confuses me most is the CPU. Everyone is talking about how great the i3-8100 is but on CPU compare websites it's not the case. If you know any good cpus for under 140$ CAD please let me know I'm pretty stuck on this.
