High end gaming rig, terrible performance in all games out of nowhere.

Hi,

7 days ago I've bought my new pc:
- Aorus Z370 Gaming 2.0
- i7 8068k
- GTX 1080 Ti from Gigabyte
- 16GB DDR4 3200MHz
- be quiet straight power 10 600W

Day one was like heaven, everything was perfect, stable games, stable 80-100 fps or even higher if the game was older / worse in a matter of graphics or complexicity. I was even out performing my friends and buddies.
Day two was straight up a disaster. Every single game's performance has dropped about 80%, the fps are unstable and are not even going out of 30 in certain games. Just so you can have any idea what happend:
- Arma 3
Day 1: modified server 80 fps when fighting, 100 fps when running around some places(stable)
Day 2: same modified server, 20-30 fps when fighting, 40 fps when running around(unstable, goes to to 10-20-10 then back to 40 or 30 again.)
- Escape from Tarkov(Closed Beta access game)
Day 1: most unoptimized map and most populated server, stable 90 fps.
Day 2: same map, same server, barely 30 fps, they are highly unstable, go from 20-35
- War Tunder
Day 1: some town map, lots of tanks, around 250 fps.
Day 2: same map, same amount of tanks 120-144 fps.

(No matter what graphic settings I've used, the fps remained exactly the same. There was no change in fps whatsoever between Ultra and low settings. One thing I've noticed is that my GPU & CPU work at 10-15% in all my games.)

Day 1 and 2 are technically the same, 10 hours have passed in between my gaming(gotta sleep sometimes) and I haven't changed any settings in game or in my pc / bios. I've started up the pc how I got it from the service it was assembled in and I've started playing(Day 1), it was amazing and all, went to sleep, woke up(Day 2) started playing as before and there we go. Horrible fps, stuttering, graphics have changed drastically, maps looked awful, ground above 15m away from me appear blurry, when I look at objects they appear in low quality, when I zoom in, they "load up" all the textures like holes in the walls, graffiti, branches and leaves etc.

My friends and buddies have similar / worse gaming rigs than me and they haven't got my problem, they tried to help me, but failed. I was in contact with Nvidia Support Center, I've done possibly everything they've had in their troubleshooting section and nothing helped me. This included:
- Changing the power settings to max performance
- Changing Nvidia Control Panel settings(threaded optimization, power mode, triple buffering etc)
- Reinstalling drivers to the newest(I personally have completely removed drivers, and installed every single one that was available for my 1080 Ti on their site and checked it that would help me, took me 4 hours and hasn't helped me)
- Starting up my pc without any additional services like Battleeye for Arma3, EasyAntiCheat for Squad etc.
- Disabled HPET & VT-d in my Bios settings.
- Disabled the weird "Win+G" thing in Win10 where you can record things, make screenshots etc.
- Reinstalled Windows 10 about 8 times already.
- Reseated my Graphics card to other PCI slots
- Looked inside if everything is properly connected

Nothing above has helped me... I'm genuinely looking for help, this is 7th day into this issue and I'm starting to go mental about it, because I've searched multiple forums, including this one, did all I could what I've found in the comments but nothing has really helped me.
I will provide you any information you would like, I will show you everything about my pc, just ask what exactly and guide me a little on how to do that. I'm not that advanced when it comes to those things.
 
oh, it was probably updates that are trying to fix all the variants of Spectre and Meltdown. I am now convinced that this is THE culprit in most lagging and underperforming issues. why it happens is a mystery to me, I have nothing to test it on to find reliable fixes.

it's no coincidence that updates are whacking everyone, have a look around these forums at the thousands of lagging and poor performance high end rigs. they reinstall windows (and when they do, it applies ALL updates, so BAM, not fixed) so that is not always a good strategy going forward.

I know, I've been here in a lot of topics, did all I could find in the commets but nothing has helped me. I've meant exactly the "Xbox One DVR" by "Win+G thing". It is disabled, although day one it wasn't.
About the updates, when I shut down the pc I was forced to make an update of my Windows 10. Maybe the issue is there? I've already tried uninstalling any updates that were made, tried to block that so they wouldn't update on their own but nothing in that direction aswell.
 
start by looking at graphs of utilization of components so see if if one is getting maxed out. this will tell you if you have a bottleneck on CPU or GPU. If both are under utilized start looking into if your ram is stable then move on to your harddrive/SSD causing a bottleneck. This should point you to where the problem is occurring.

Did you test the stability of the new system before putting it into service? Examples: Memtest86, Prime95, OCCT's GPU test with error checking enabled.

Install HWInfo, run the sensor, go play a game. Look at the max temp for the video card and cpu.

Install something like MSI Afterburner and run the graph for the GPU and CPU. Play a game. Which is loaded more? The GPU should be if you are playing at 1440 or above.

Also why did you get a 600W power supply for a high end rig like this?

Somebody already told me that my pc is not "bottlenecking". And could that happen in 10 hours? I mean, day one was perfect and suddenly something like that could happen even though it wasn't like that before?
No, I haven't. I just straight up looked if everthing is connected, started up the pc, checked if I got the drivers etc, downloaded Steam, then Arma3 and started playing.

Would you like to see the results of those things?
People in the service this pc was assembled in told me that a 600W is enough for this setup.

Yes it is, I went to the shop and asked whether they could help me built a new gaming pc. Without problems I've told them that I am specifically interested in 1080 Ti, i7 8700k and 16GB of memory.
The guy from the shop has searched for many things, told me what's better worse, made the decisions for me, because I'm not that much into those things, and told me aswell that I could get an i7 8086k whic is way better but costs a little more. So that's what I did. They've bought the parts, assembled the pc and gave it to me.
I didn't know that. It was just such a relief in gaming that I wasn't thinking about anything else except to play a game which is finally not causing me any problems.
 
Since someone actually built it and not an OEM machine the BIOS settings could be off causing this. Testing is your only option at this point. Be sure nothing is overheating then start testing to be sure your system is 100% stable then move on to software causing the issue.

Well they lied about the 8086k, its almost exactly the same as the 8700k, but costs quite a bit more. Theres only a couple of reasons you would buy the 8086k over the 8700k:

1) Nostalgia - as its the anniversary chip of the old 8086 cpu.
2) Hardcore overclocking - its a "binned" version of the 8700k, so has the potential for slightly higher overclocking.

Doesnt really matter now as you already have it (and its still a brilliant CPU!), but just shows you how much you can trust that computer shop....

It's the same map, same settings, I haven't changed any. the RTT is a ping reffered value, I was downloading a game at that moment and so the ping was high.

When we start fighting, the fps goes from those "stable" 60 into 15-30 with very "jumping" values. As an example: 28,28,17,23,22,24,30,22,33,24,16,16,22,17,32,27,28,23,30,29 etc.

A thing to note, is that in this exact same scenario I was playing at day 1, I've had 80 stable fps. This video is about 5 minutes into the start when we are overrun. I apologize for the video quality and not synchronized audio, I was recording this with MSI Afterburner, otherwise the values would not show up.

One thing I've had an issue with when I've played Squad before at max settings is that it closed up with an error which was like:
"Not enough memory, please make sure you have enough memory"
Also, the pc from day 2 started working noticeable louder. I can clearly hear my fans working, day one it was silent as a mouse, even when playing.
 
IN your video your GPU usage is around 15% which is low. This tells me that the CPU, Ram or software is not letting enough info get to the GPU fast enough. Your temps are fine so no issue there. I would start with running Memtest86 and let it run for a minimum of 4 full passes before saying it is stable.

As an example of what wrong timings can cause: I tightened my Timings just a little to much and I was getting lag, low frame rates and stutter due to the ram not keeping up with the rest of the system causing a bottleneck. This may have happened to you or not but it is best to check.

I don't know much about it, I'm gonna start working on it now and reply as soon as I get any information you are interested in. So to be clear, you want me to run this USB and get 4 passes of it, will there be any information displayed of any errors or you'd like me to take screenshots, photos from my phone?
 
Memtest will clearly tell you if there is an error in red and it will be very obvious so don't worry about missing it. Yes run it for a minimum of 4 passes strait. The information you are looking for is what test failed. This can help with determining exactly what settings are wrong or if there is a bad module in a ram stick but don't worry about that since your PC does boot. If you get an error on test 8 and/or 12 the issue is most likely timings. if you don't get any errors at all this is GOOD meaning the ram is stable.

If it passed all 4 tests, which looking at the results it did, I would say the memory is stable and it is time to move on to CPU testing. Use Prime95 for 4 hours minimum, longer is better, to be sure your CPU is stable. If it errors that core/thread will be shut down and you know that the CPU is unstable. If all cores/threads pass for the 4 hours it is safe to say the CPU is stable. Warning pay attention to temps during this test as it will heat up the CPU while stress testing it.

Yes it did. I even took some photos of it in case no results print would be availabe. Every single pass took about 40 minutes.
Okay, I will, so you highly suggest me to watch my CPU temperature when running this program, should I turn off the test / shut down the pc when the temperature of my CPU while running this test gets too high? What is a high temperature for it, where should I pay really close attention for it not to go above the "high" value?
