RAM overclocking issue

I followed an ASUS representative overclocking guide on youtube and successfully overclocked my Ryzen 1700x. Next was my RAM. I have G. SKill DDR4-3200 (4x16GB). I went into my BIOS and selected D.O.C.P. and then selected 2933Mhz because people tell me trying to push RAM's full rated speed can often lead to instability. I reset, windows launches properly, and I check my RAM in HWinFO and it says RAM clock speed is at 1463Mhz.
I checked Ryzen Master and it tells me my RAM is running at 1463Mhz.
I enter command prompt and check my RAM there and it tells me it's 2933Mhz.
I got back in my BIOS and it says it's at 2933Mhz.
So two monitoring programs are telling me it's running at half its speed and BIOS and Command Prompt is telling me it's at the BIOS set speed. Which one is correct? and How would I go about fixing this if it truly is running at half of its set speed.
