Secondary HDD always making low noise and vibrating

Hi, my new Seagate HDD starts making a low humming noise as soon as I power on the PC. It's not loud but it's definitely audible, and HDD is vibrating slightliy on touch. I use it as a secondary drive so no Windows on it, task manager shows 0% drive activity, and yet the humming and vibration persists as long as I keep the PC on. What's going on?

I'm running a Ryzen system on Asrock b450m motherboard, Windows 10.

But it's not just spinning, it's vibrating like crazy and is by far the loudest part of the whole build. It makes the whole case vibrate with it which results in an irritating deep noise. Surely this can't be normal behaviour?
