This is not a problem, just a question. So i have my 512 mb 4870 in and thats what i thought it was. Until i went to somewhere in system and i found out that the total memory amount of the card was 1800 mb. Is there any way to enable that memory or is it there just for the situations when you run out of vram?

"Total available graphics memory" is the sum of both "Dedicated video memory" (in your case 512MB) and "Shared system memory."

Shared memory is just the amount of main memory that can be used to emulate vRAM in case you run out of real vRAM. As with a pagefile emulating system memory, if you ever do end up using it the performance will instantly be absolutely terrible, because system memory is many times slower than the GDDR5 on that card--it's only there so things will not crash from out-of-memory errors, and will not actually be playable if you do end up using it.

Hilariously, both ATI and nVidia used to print this unusable Total memory number right on the GPU box--ATI called it HyperMemory and nVidia called it TurboCache. They would sell cards with as little as 16MB of memory on them and advertise them as "4GB" cards.
