GPU usage drop in 900p resolution

I have problem with my pc when i play game my gpu usage drop from 100 to 0 or 30 45 50
in 900p resolution but in 1080p (little drop 90+ sometime ) and 1440p it no problem

my gpu RX460 2GB

This sounds right. At 1440p the GPU has to work hard as it's producing a lot of pixels per frame, so the usage goes up while the frame rate drops. This helps the CPU as the lower frame rate gives it a chance to keep up. On 900p, the GPU is producing frames faster than the CPU can keep up, so it has to wait, causing the usage to drop.

The solution is to turn the settings up, or get a better CPU.
