My PC has gone mad.

My PC would first turn on for 1 second and then again turn off and repeats like this. Like all leds, fans would spin for 1 second and then turn off and then repeat.
Someone told me to clear the CMOS and it worked. PC started up fine but this time the debug DRAM led would lit up and there's no power to mouse, keyboard and display but the GPU fans, and LEDs are working. Again I cleared the CMOS and it worked again. The PC started up and got to boot.
But now again when I turned off and started it, the same problem is repeating. I tried clearing the CMOS battery. I don't know what is the fault. Is the PSU? RAM? CMOS?

But when I cleared the CMOS, the PC just started fine and I could boot. But again after restat same problem repeats.

I did reset the CMOS. It didn't work. And I have only 1 stick of 8gb ram. I don't know what to do anymore.
Btw if the ram had some issues, the computer wouldn't start but it did when I cleared the CMOS so I was saying the ram didn't have any problem.
Btw this is a new build. 4 months old.
 
It might just be an issue with the seating/connection....which is why I suggested reseating it. It's probably not the problem but it need to be eliminated.

Being only 4 months old....I doubt it's the battery....but it still could be which is why I'd replace it or at least check the current one with a voltmeter to make sure it is up to snuff.

What motherboard are you using?

Why does clearing CMOS clears the problem everytime I don't know. Please help. I don't know what to do

I just put the ram into the other slot and the PC started and turned off immediately. Again I put the ram into the usual spot and the DRAM led is lit again. So there's problem with my ram or the slot?
 
I am sorry to be the one pointing out the possible obvious issue being the motherboard. I have seen this before, and 7 out of 10 times it was the motherboard that needed replacing, especially if this is a computer that was working for a time and suddenly this happens.

easy test, remove video card, remove all usb wires etc. leaving only power button connection, 1 ram stick, and monitor connected to the main board video connection. if it does the same thing, clear cmos, if it boots once and then returns to doing (start/stop) it is the motherboard.

It may be the ram or the PSU or the ram slots too?

Finally so I cleared CMOS and ran the PC again and it worked. Now I'm running some ram tests and its showing that "some hardware problems we're detected"
So is my motherboard safe? Is it the ram?

If the motherboard is bad then the PC shouldnt have started right?
But it did and I ran some tests too on the ram using Windows memory diagnosis and it showed that some hardware problems have been detected.
I just want to know before sending the ram for rma that the main problem is ram
