I wouldn't necessarily say you should stay away from Razer, as i've used a couple of their mice for over 4 years and didn't have any problem with either of them so I can't say for sure, but I do see people mentioning the quality varies, and they don't last as long so if that concerns you, other brands may be a better choice.
Between the other mice you have listed, I don't think you can go wrong with any of them, and the "best" mouse depends on the person.
What you should keep in mind when getting a mouse are; the shape, size and weight.
Sensors are important, but as long as your getting a mouse from a well known brand your should be fine.

-As you can see the 603 is slightly larger, and considerably heavier. My hands are around 19x9.5cm and the g403 (same shape as 603) feels very nice.
-The weight of the 603 is because of the batteries, you can make it lighter by changing to lighter ones.
-Both sensors are great.
-No need to worry about battery life on 603.
-No problem with DPI
The pulsefire surge is an ambidextrous mouse compared to the 603 which is slightly slanted and curved to fit right hand users.
To compare the mouse shapes you should look at reviews on youtube. RocketJumpNinja covers the shapes, sizes and shows you the mouse from multiple angles. Skip to and pause when he shows the shape and try to find what you may like/dislike, from previous mice you have used.
I haven't used the pulsefire surge so I can't say anymore about it, but for the g603, to me it is too heavy.
If you prefer heavier mice then that might be a good choice, but 135g and the way the weight is concentrated to the back wasn't for me.
If you think you will like the shape of the g603 but don't like how heavy it is, the g403 and g703 have the same shape.
The G403 comes either wired (87.3g) or wireless(107.2g), and the G703 is a wireless mouse(107g). The only down side for going with either is the battery-life is much shorter.
If you don't know what shape, size or weight you like, you would have to go to a store and try holding some.
When looking for a mouse, try to find ones that fit your hand. The top mouse lists you can find, although they might be great mice, won't always find the best mouse for you.
