Chromebook temperature issues

So i have a school chromebook. When I first got it, it worked fine, it was fast and overall a good computer. Recently, it has been constantly at 90 degrees on the CPU, memory has been almost capped out at 100 percent and it runs like dogsh*t. Any suggestions to fix this issue?

clean format the Chromebook. Then we proceed to general cleaning : use a Screwdriver to remove all screws and clean the insides then, remove the CPU cooler and remove the thermal paste then apply new thermal paste (a quality one its recommended).
That should fix the issue.

We arent allowed to take them apart or format them, they are school property.

Why not return it to the IT Department and have them take a look? This is coming from someone that manages Chromebook's for a private school and you honestly shouldn't be trying to fix that machine.
