Ryzen 7 1700, Bios Updated, won't boot

Greetings Everyone,
System:
MB: MSI x370 SLI PLUS
CPU: AMD Ryzen 7 1700 @ 3k mhz w (Stock Fan) Thermal Paste inst.
RAM: Corsair Vengeance LPX 32gb (2x16) [2666mhz] Installed in DIMMA 2A and 2B as in instruc.
GPU: MSI Radeon R7 370 Gaming 4g [pci_e2 3.0x16 slot]
OS: Windows 10 Pro v.1803, osb.17134.1
Drives: OCZ Triton SSD 256gb, Seagate HDD 1TB, Seagate HDD 4TB
PSU: Corsair RM750x Case: NZXT s340

Help, I have run into a tad problem. I recently updated the bios from 7A33v34 to 7A33v3D due to Spectre scare and I went from an outdated DVI monitor to a HDMI gaming monitor. Now system only boots when I "clear cmos" but if turned off, it boots turning on fans,video card and cpu led. I have read a few threads that got me as far as "remove the battery" to clear cmos. When it does boot with a cleared cmos the MSI "EZ DEBUG LEDS" would count down from CPU to DRAM to VGA to BOOT and then system start with cleared. [In bios the ram is being detected as 2133mhz even though its 2666mhz, further examination bios says 1x16gb @ 2400mhz 1x16bg @2666mhz]. I used bios utility TryIT Memory to set it at actual hertz and it boots into Windows, but Windows itself detects 32gb but only 16gb are useable only. I have removed all components and dusted the case, followed by a reinstallation of all components, capacitors are flat and not worn as well as no burn marks or funky toast smell.

Now I would love to get pc to start as it did, but I am not sure what is at fault. I have an ideas that could be: "CPU no longer supports memory" or "MB no longer supports memory" but both options seem irrational. Help!

Solution
Normally yes. It should reset it. However, I've seen times where it did not, so just to be safe. I would reset via the BIOS and not just clearing CMOS.

@Androbourne, I did as you suggested. The mobo struggles to turn on after the first "shutdown" once it has had the bios saved. It start all fans and vga, yet does not boot nor does it make any particular noise that might be different. In order to get back online I took battery out again and booted with "f2 recommended settings". I also erased MSI Command Center software as in another forum I read it's not helpful. Bios is running with the "Game Booster" option that enhanced cpu by 200mhz and the ram is forced to be set at 2666mhz (bios detects 2133mhz).

**Update***
The moment I either reset cmos or erased "MSI Command Center" the pc started as it should,also ran windows memory check application and passed. It's been running a few days fine, still trying to figure out why it detects 32gb but is only using 15.9 also "Windows Update" died completely but at least it turn on. I ran "Windows Update Assistant" reinstall windows fresh so i'm hesitant about it but i'm sure it will bring the system back to normal. Q: W10 is registered to my email so it should just boot with my cd-key, correct? Never done a reset on these w10 system.

As I had stated the PC was running excellently with the fresh updated install of w10, unfortunately I made the mistake of allowing MSI liveupdate to run on system, now that I turned it on. I have the same issue one of those drivers is conflicting and I'm back at the point Mobo doesn't power itself. Again VGA fans are running and nothing else. I really do not want to deal anymore unless I can find a definitive solution. I will have to wait till a new bios update is released beyond 3D.


UPDATE: Now it magically turned on. W10 v.1809 OSb 177163.1
