Want to get a small 4-6TB server for programming webpage. Meets the following:
PHP >= 5.5.9
OpenSSL PHP Extension
PDO PHP Extension
Fileinfo PHP Extension
Mbstring PHP Extension
Tokenizer PHP Extension
GD Library or ImageMagick PHP Extension
MySQL database (or MariaDB / Postgres)
Apache web server (or NGINX) with mod_rewrite module enabled
HTTPS protocol

Any Suggestions?

Buy a server. Can build too, as long as it just involves putting hard drives in.
Preferably buy one that in all inclusive.

All of the things you listed are software functionality that are more dependent on the OS than anything else.

Is this a development ONLY box, or a development and production machine? What budget are you thinking?

Other than the storage requirement, do you have ANY performance requirements? Are you going to use VMs to test this web server?

Do you have any suggestions for a portable server that could meet these requirements, like QNAP TS-231, or Synology DS218 ?

A Zotac MINI PC like a ZBOX with a 4TB HDD would be portable. Shuttle has their lunchbox sized hosts are pretty portable.
