External CPU using Thunderbolt 3

Hello there, I have a Dell Inspiron 15 7000 Gaming laptop with an Intel i7-7700HQ 2.80GHz processor. I believe it is running the Kaby Lake chipset. In my setup I have my laptop connected to a monitor as well as a keyboard and mouse, but when I want to multitask, like watch a football game while I'm playing, I plug in a USB to HDMI converter and have another monitor that I use for that. I noticed that while I am trying to play a game and also stream any form of video at the same time i experience awful performance in my game. To try and figure out why this was happening I opened up performance monitor and had that run while I performed both actions and noticed that my CPU usage was at 99-100%. I was wondering if I could make use of the Thunderbolt 3 port to connect some extra processing to my machine to solve this problem. I believe that the Thunderbolt 3 on my laptop is connected to 4 PCI-E slots inside the laptop. Any advice or input is appreciated.

Oh ok, is there anything else I could use that port for that might alleviate my situation? or is it an apples to oranges kind of situation where what it does cant help me.
