6 fps in multiple games with gtx 1080

Here recently, I noticed in multiple games that in specific areas or situation that my fps will plummet to 6-8fps. On Fallout 4, in the alley settlement location, my fps tanked right up to when I took out the last raider then my fps skyrocketed back up to 100fps. Then anytime I ran into any npc my fps plummeted. I figured maybe it was just this game, but then I played the first Deus Ex, and the tutorial had a section with hazard water that I had to swim through, and the fps plummeted to 6 fps unless I looked away or left the room. I thought it was the water, but the very first level ran at 60 fps from the start (until I started playing through then I got fps drops then).

Temps on the cpu never go past 60c and the gpu never go past 80c on demanding games. For Deus Ex, the loads never went past 20% on the cpu and gpu.

tl;dr huge, random fps drops with an i7-4770k and gtx 1080. da fuq.

do you have all your drivers up to date?
In that case i would try a different PCI-E slot and also reconnect the power cables of your GPU.
In case nothing of this works, RMA the Card cause its performing extremly low.

I had double checked the drivers, cleaned out the pc, double checked temps and usage, checked if other applications were resource hogging, ect. ect. ect. So I just reset the pc to barebones state without saving anything. Pc is running great now. I have no idea what the issue was.
