Internet Connection Dropout

For the last several months, I've been suffering internet dropouts on my PC. They are generally only for 5 to 10 seconds, although, the odd one lasts for over a minute. Some days there only a dozen or so dropouts, other days there can be hundreds.

I have been using Net Monitor, which pings three DNS servers every 5 seconds. If the response is more than 200 ms for all 3 servers for more than 5 seconds, it reports a failure. During that time, I can't access the internet.

It doesn't affect any other devices on the network.
It doesn't seem to matter if I have nothing open, the dropouts happen even when I'm not at my machine.
I've changed ISP.
My current ISP says there has been no drop in signal
I've tried both wired and WiFi
I've tried a wireless USB dongle
I've checked both the router and Windows logs - Windows reports a loss of DNS
I've tried different DNS suppliers - default is Google 8.8.8.8

I'm now at a loss for what to look at next.

A suggestion. A shot in the dark actually. I've had similar drop outs over the past few months. Usually once or twice a week, but occasionally up to 2-3 time in an hour. It tended to happen more (but was not exclusive to) watching live streams, and that was the only thing I could tie it to.

I started surfing through my network device settings (the physical hardware, as opposed to the configured network), and in the advanced tab, I disabled:

Auto Disable Gigabit
Energy Efficient Ethernet
Green Ethernet

Since then, I've not had a network drop. Five days and counting, so like I say, a shot in the dark.

Edit: Realtek adapter, for what that's worth.
