Dell Inspiron 7577 CPU at 100%, low temperature, running slow

I have problems with this laptop since I got it. I got it 6-8 months ago, and at that time I thought it is normal, I thought this PC is not that powerful. Now I understand that it should be A LOT faster than it is now. And for instance, while playing Battlefield, I get 100% load on CPU, but temps stay low (at around 60C, MAX 65C). GPU stays at around 60-70% load while maintaining somewhat same temperatures as CPU. I have newest drivers for nVidia, I did undervolt it to -0.129mV, set my SpeedShift-EPP at 34, have disabled turbo, C1E and speedstep. Played around with windows battery options to maintain 100% CPU power, while gaming, I set my gaming mode on. Deleted and reinstalled BF1 completely. Did full clean delete of nVidia drivers, and clean install afterwards. I didn't update my BIOS to 1.6.1 from 1.4.1, but I doubt it will make much of a difference, since BF1 is running at same slow speed as before 1.6.1 even got out. My BF1 settings are medium-low, and I can't get 60fps. My fps stays at ~40, sometimes drops to 15-10 on intense fight scenes. I have no idea what to do next, I feel lost. Any suggestions? Or should I just try reinstall windows and do everything again from scratch (I leave this idea as my last hope)?

GPU: nVidia geforce 1060 Max-Q design
RAM : 8gb DDR4
SSD:256gb
HDD:1tb
 


You have 4gb of ram. I would start with upgrading that.

I5 7300 HQ? first that looks like a laptop and not a PC.
If you are talking about BF1, BF1 is a very processor heavy game. Your I5 should have a bit of an issue for BF1.
Games running under bad cpu bottlenecking will not run faster if you reduce the resolution or reduce the settings to low.

I have same specs. I have read around Dell reddit forums, and lots of people have problems with this exact laptop, and for some undervolting does miracles, for some, like me, it does nothing, and here I am...

Yeah, it was just easiest way to show it. People on forums with same laptops get same fps rates as that guy on youtube video.

I hope you are not trying to play while running on battery power. Your battery is not powerful enough to run an Nvidia GPU and Intel CPU at their full rated speed so performance will not be great.

Why did you select Disable Turbo in ThrottleStop? That makes your CPU run about 20% slower. A 7300HQ will drop at least 600 MHz when Disable Turbo is selected. If you have cooling issues, fix the problem.

No, I always played with power plugged in. Also weirdly enough, disabling turbo didnt make any difference. I did that because someone on Dell reddit forums suggested that.
