MS-DOS Game in the Early 90s

Hey everyone, I've been trying to find a game. A little history first..

I think the game was made early 90s, but when I was a kid my parents got me a CD-ROM of like a hundred DOS games, which now I know it was considered Shovelware so thats why this may be a little hard to find. Anyway, the DOS game (I'm almost positive it was a DOS game) I remember most on this CD-ROM was this one game where I believe you were a detective (or a wannabe detective) I believe it was point and click. You would take the detective around this city, and this one spot that still sticks in my head to this day is that you got to an apartment complex and there was a view finder outside of it. The character would put in however much to use the view finder and you could peer through peoples windows. Weird, I know. So it obviously wasnt a game for kids. But there was this one particular window you look through and the character says to you "in order to see what I'm seeing, you'll have to pay for the full game", and I was never able to see what was in that window.

Now, we can all probably assume correctly what it was, but this game has been stuck in my head ever since then. I still wanna know what was behind that window. Does anyone know what game I'm talking about?

I know its more than likely Shovelware, and that it may be looking for a needle in a haystack, but I've been searching on the internet for ages now with no luck on what this game could be. Thank you everyone!

Noooo, it wasn't Leisure Suit Larry, I played that years down the road. It definitely had a DOS, archaic feel to it. It wasn't a comedy game at all either. The main character might've been a detective, or just your run of the mill joe schmo, its been so long. This has been killing me though, anyone else with any ideas?
