Ethernet does not have valid IP configuration, but does on other computer

Brand new pc trying to connect to internet for first time and i get the error Ethernet does not have valid IP configuration. However when i connect same Ethernet to different computer it works fine. I have tried many tutorials and all of the obvious fixes but none seem to work. i am using a netgear extension
 
Open command prompt and type "ipconfig/all" and see what your PC's ethernet adapters are set to. Look at your router's setup, and either:

a) Have the router as DCHP server, and PC set to attain IP automatically

b) set you PC's IP and default gateway (and appropriate subnet mask) to gel with the router's LAN IP address.

e.g. my router's default LAN IP is 192.168.7.1, so in DHCP, I can assign a range of IPs, such as 192.168.7.5-254 as the DCHP IP pool, and perhaps give a couple of PCs some static IPs, such as 192.168.7.2 and 192.168.7.3

In this example, the PCs' default gateway will be 192.168.7.1, and the subnet mask is 255.255.255.0

If on the other hand you've been assigned a range of static IPs by your ISP, the first and last are unusable (network and broadcast), and the first usable one will be for the router, and is the default gateway for the other devices with a static IP in the assigned range. Static ranges of 4 IPs (two usable; one for the router), and 8 IPs (six usable; one for the router) are typical.
