Currently have a extremely outdated MOBO ( dont even know model number).
8gb ram. athlon ii x64 640 processor.

Really wanting to upgrade my MOBO, Processor and Ram.
I currently have a Evg GTX 1060 6gb GPU so not wanting to replace this have to have compatable build with this card please.

Low Budget btw. 200$ ish?
 
That's probably the absolute minimum budget for a new CPU/Mobo/RAM. This would do you well, much faster than your old Athlon. The Pentium Gold has hyper-threading, so it's basically like the older i3 7th-gen and before. Intel CPU prices went up recently unfortunately. It would be better to get an 8th-gen i3-8100 because they are quad-core like the old i5, but it's out of your budget. You can always save up for it though.

That's a fair deal. The Ryzen 3 1200 is probably the more desirable gaming chip because it has 4 physical cores and can be overclocked. But,.. that single-channel RAM will hold it back. Unless you plan to add another 8GB stick to go with it I'd rather have the Pentium Gold with dual-channel.

As close as they are the single-channel RAM will cause the Ryzen 3 1200 to have lower performance.
