[SOLVED] 144hz in-game looks less fps than displayed

i recently got a 144hz monitor for my gaming setup, i get this problem when im playing csgo. i will have consistently 200-300 fps. rarely under 200 but sometimes when i get a steam message my in game will look like im running less than 60 fps until i close out steam messages it will smooth back out. doesnt only happen with steam messages, if i have too many tabs open on chrome it will do it. its just weird, i only see the problem in csgo not any other games. i have pretty much all low settings also in game so i dont really know the problem. my 2 monitors are also plugged into my gpu. i would like to stream the game but it looks such low fps when i run obs, but on stream it looks fine. it just looks weird for me on my monitor

specs:

msi geforce gtx 1060 6GB

intel i7-8700

8GB Ram

msi z370 gaming pro 3.0 gigabit motherboard

It's because steam and most games have options for "Background FPS" This is the FPS the game will be set to when it's running in the background. Chances are when you're getting messages, it's registering it this way.

Make sure your game is in FullSreen and not Windows FullScreen, also find this settings on both Steam and the game you're playing.
