Win10 copy/paste doesn't recognize duplicates

I have one Photos folder containing many subfolders on my laptop. I have the same name folder/subfolders backup on my external HDD. Until last Win 10 1809 update, I used to select all folders, copy/paste to external HDD and Windows would automatically copy only new photos and offer what to do with the files that have the same name. After the update, Win doesn't recognize same files automatically, instead it tries to copy all photos and tells me that there's no enough space on the external HDD to copy all photos.
Is it possible to change this somewhere in settings?
Thanks

I just tried that, and it seems to work exactly as it does with previous versions.

In this copy/paste, there are exactly 463 files, just as reported by the copy/paste function.

Maybe this has nothing to do with the new version of Windows. Maybe the update just reset some settings.

Ok, I got it. It looks like there has to be enough space on the external HDD for all files you are trying to copy. I there's enough space, it'll copy new files and offer what to do with ones that have the same name. If there's no enough space, it won't start copying at all even though there's enough space for new files.

That makes sense.
It doesn't know what not to copy at first.
