Is it possible to change file system without formatting?

I have a external HDD that i had a problem with, and its partition currently has no filesystem, but still contains files according to a file recovery software. I don't know what file system it currently has, but it's probably RAW. It used to be NTFS. Is it possible to change it back without loss of files?

Probably not.
RAW is not a 'file system', it is basically the absence of a file system.

If you can recover the files from it in its current state, DO THAT.
Don't make any changes on that drive until you attempt to recover whatever you can.
