I was wondering if I should change my monitor from a 60hz to either a 120hz or 144hz monitor for gaming and streaming. However I also want to upgrade my cpu to a ryzen 7 1700.

Which should come first for better performance.

current specs: Monitor: HP Pavilion 21.5-Inch IPS LED HDMI VGA Monitor (22cwa)
GPU: Gigabyte G1 Geforce GTX 1060 6gb
CPU: AMD FX-8350 4.0ghz 8-core

Might use the 60hz monitor as a second monitor but not entirely sure yet.

Perfect, the next steps I would take once you get the new parts installed, clean install of OS, maybe some overclocking & motherboard drivers up to date is playing/streaming your games at 1080P with vsync off. If the FPS exceeds 120 or so then I would look into a faster monitor, if not I would keep your current one for now.

Although that should be a solid streaming build so I would expect the FPS to be fairly high if you don't mind medium-ish settings.

Depends on the games your playing, if your playing more FPS then I'd go for a 1080P/144hz however if your playing less competitive games and if they support 21:9 I would look at a 2560x1080P/75hz/IPS. The IPS will give you much better colors and the 21:9 is a bit more immersive but if you do look at 21:9 monitors I'd recommend the 29" or bigger as the 25" is too small.
