1080ti cutting out

I've had an AORUS 1080 Ti Xtreme for around a year now with no problems previously.

I recently upgraded:
From P8Z77-V motherboard, 2500k i5 and 16gb G skill ares ram
to an Asrock k6, i7 8700k and 16gb 3200mhz Trident-z ram.
PSU is a Corsair GS 800.

I've had problems with the gpu since, with games crashing, quoting "renderer lost", or similar. This is even happening in desktop/during idle. Cursor and screen begins lagging heavily with freezes for ~5 seconds and usually a black screen following, sometimes with graphical artefacts. GPU-Z is showing clock and memory speeds dropping off completely during the freeze and quoting perfcap pwr despite consumption being low. Haven't noticed any high temperatures or other odd stats in GPU-Z, CPU-Z or HWmonitor.

I've checked all cables/seatings, ran sfc /scannow (no errors), tried debug mode from Nvidia control panel (didn't help).
CPU isn't overclocked, running @ 4.4GHZ boost.
I saw a recommendation to reinstall windows when switching MBs so I used the 'reset this PC' option and fresh installed all latest drivers, GPU (with DDU in safe mode) etc.

Event log shows (during freeze):
Display driver nvlddmkm stopped responding and has successfully recovered.

I've started getting "Application X has been blocked from accessing graphics hardware" after a game crashes as well.

I suspect this may be a windows/driver/configuration issue but can't be sure. I'd hate to buy a new unit and still have the issue but my psu is antiquated and won't last forever.

Unless anyone has any ideas I could check for other potential causes, I suppose it couldn't hurt to get a new unit.
My calculations and some research on similar systems say ~650W load so sticking around 800W should be fine?

One detail I've glossed over, I use a generic ebay style PCIe riser cable (grey, blue tape on the connections). I was thinking of replacing it so looked into possible alternatives. From the issues people have with the mid tier cables, Cooler master, deep cool, Thermaltake (non-premium), this is sounding very similar to my issues so I'm wondering if it has been damaged when I put in the new parts or if there is interference from the new motherboard or it's been provided power differently. While the mid tier cables sound terrible, it appears the very cheap cables are hit and miss. Looks like I've been lucky with such good performance running my 1080ti with one for a year.
At any rate, I've ordered a Lian Li riser (my options are very limited in NZ and I'd rather not wait 2-4 weeks). Would love to get a 3M riser cable. Seems like the only universally praised riser, but they are $200-300 NZD here!
Will try this and upgrade the PSU if it's not the solution.
