Hard Drive Usage - Dying HDD?

I have recently been having problems with my disk usage spiking to 100%. Googling it showed many people with similar problems and i have tried many things, such as disabling various windows services. At this point i'm wondering if it's just the drive going bad, i've used crystal disk info to check it, as recommended in another thread, but i'm unsure how to really read it. Screenshot below.

The application is saying the drive's health status is good but isn't the reallocated sector count rather high? As for the rest of it, i'm unsure what any of it really means.
 
I realize it is confusing as the data is presented, but, ...you are reading it wrong....

Look at blue circles on left (all good), and, values on far right (for reallocated sectors, value is "0"...and last but not least, the overall "Good"/blue health indicator.

A spinning drive can easily spike to 100% while it is waiting for smething buffered to be written to it, or, waiting for data to be retrieved....; typically, 7200 rpm drives are saturated when reading/writing large amounts of data, and most can only read/write sustained about 175 MB/sec for a few smallish sequential data transfers....best case
