Specs:

CPU: I7-8700K
CPU Cooler: Corsair H115i
GPU: Asus 1060 Strix
Motherboard: Asus Z370-E
PSU: Corsair 650W
Ram: Corsair Vengeance 16gb, 3000MHz

I have a few questions about overclocking my 8700K

1: Should I use “Adaptive mode” or “Manual mode”
2: Should I disable SVID support?
3: If I’m using adaptive mode and set the Vcore to “1.250V” it goes automatically up to “1.440V” is that normal?
4: I’m running 4.7GHz on all cores, and my temps are a little high in my opinion [82C / 179F], is that high?
5: There is a lot of new stuff on the new generation board [in my opinion] compared to the Z97 platform, what should I keep an eye out for?

Why do you want to OC it? With your current GPU your not gonna be pumping out any extra FPS, maybe 1 or 2 but not much more.

At it's stock clocks, you have the best gaming CPU out there. If you aren't trying to achieve some arbitrary benchmark result, I'd say leave it and be happy out.
If you had a 1080ti and wanted to push 60fps solid with all the bells and whistles at 4k resolution, then OC might be worth it, otherwise enjoy the performance.

I just want to learn the new generation, and I play games that require more CPU power than GPU power.

Ah, I see. In that case, I'd suggest googling a thread for your CPU/Mobo combo and reading into it a little. Something like this: https://rog.asus.com/forum/showthread.php?102396-Overclock-Intel-Core-i7-8700K-Asus-ROG-STRIX-Z370-E

There are lots of different ones, but specific to your combo.

With that said, and like I mentioned above, although there is some value to OC, if it's for gaming there won't be much of an improvement because your CPU can already saturate the GPU requirements and then some! You will not notice much difference at all. However, OC'ing the GPU will push an extra few FPS, that's for sure. Sometimes 5-10% game dependant, as long as you OC it properly. If you really want a bump in FPS, you need a better GPU, and even then at stock the 8700k will still drive any single/sli high end configuration just fine. It's an awesome gaming chip.

Here's a good guide on general CPU OC'ing. It's from a Tom's Member and former Mod @darkbreeze, and IMO is a great introduction and relative info/updates for moderate/experienced OC'ers too!

Worth a read for anyone attempting OC for the first time and people with experience.

As Keith12 has suggested. A couple of points, the adaptive mode seems to be pushing vcore to high as 1.4 and above is not good, so something wrong with settings...And the other is that your temps are too high for the 4.7GHz all core...probably because of the high vcore spikes you are getting.

Keith12 is absolutely right in that there are some great guides on overclocking your 8700K on your Asus motherboard where you should be able to find some decent settings. The 8700K coupled to your AIO should allow for a decent 4.9GHz at a much lower vcore, something at around 1.32v or less.

On the adaptive or fixed side, I personally prefer adaptive over fixed...
