MY RTX 2080 SHOWS AS AN INTEL GPU, GAMES PLAY ON 30 FPS ON LOW GRAPHICS

Gigabyte GA-B250 HD3
XX 750 m psu
500 gb harddrive
Ddr4 8 gb ram

From where?
Your monitor is connected to it?
You installed the driver for it?

You're probably running games off your integrated graphics. Sounds like your monitor is plugged into your motherboard. Move the cable to connect to the back of the gpu instead.

If you didn't buy your GTX2080 from an authorized/first-party retailer, then you may have gotten a fake and possibly defective GPU and your PC is simply falling back to your CPU's integrated graphics.

Others have already suggested.

Your monitor is connected to it? Sounds like your monitor is plugged into your motherboard. Move the cable to connect to the back of the gpu instead.

If you are using an old VGA monitor you need to get an active adapter and move the cable to the GPU. Monitor needs to be plugged into the GPU, not the board. I'm also concerned the drivers won't install at all. It's very possible the card is either a fake or not hooked up correctly.

I unselected the best answer as the issue doesn't seem solved. Sometimes people see the question has been solved and they move on. I didn't want that to happen here. If you truly feel that was the best answer then please select it again. But I'm assuming it was a mistake.

Please review the other ideas. I really feel they have the answer. I'm not sure why you are avoiding answering those questions while so ready to answer where you bought it from.

As far as I know I have everything plugged in, the screen display, I can’t play games, but on low settings at 30 FPS

Verify that you have the external PCIe power connectors (coming from the PSU) fully inserted into the RTX 2080. They should click into place when locked in properly.
