What's best for multitasking? upgrade RAM or Storage?

I have a Dell G3 15 with Intel Core i5-8300H 2.8GHz, 4GB RAM, and 2gb Nvidia GTX 1050, with 1TB HDD Storage.
I tried to do some multitasking and it causes lags. I think it's not a normal lag anymore because whenever i switch apps, it lags. My consideration is as follow :

>buy a Samsung 850 EVO 250GB SSD and I'm going to move my system folder to the SSD
or
>upgrade my RAM to 8GB

My money is limited that i can only choose one of them. So, which one of the option should i choose? (or maybe you have another option though)

in any case 4GB is little these days (but "multitasking" is quite a broad term; it depends how memory hungry are the apps you're simultaneously using)

RAM first
but SSD will also help because memory paging to drive (when you run out of RAM) will be much faster

the apps I'm going to use are Spotify, Discord, Photoshop, and Chrome, also maybe LINE (messenger app), and yes I'm going to use them simultaneously. I think the photoshop will need a bigger RAM, but for processing the apps, it's the SSD's work. I'm very confused right now, what's the priority for my case.
