Weird slimy thing on top of chip

Got to assemble my new pc, made a noob mistake with a wraith cooler, bended 5 pins...
Bent them back, cpu went fine into a socket, installed cooler ( some paste went on sides since cooler was a bit slippery etc etc...
Pc runs without a problem, won't boot though so i rechecked everything and got to that pic now
Is that a color of a toasted cpu?

My pins bent again from the pressure when i pulled out the cooler (cpu was stuck to it) straightened the pins back, reseated everything again
Got it up running finally after 3 days

Yeah, i tried to remove it with a toothpick, it felt like a gum... So it must be it

Corsair 750 cs psu

Btw using a mobo video output since my gpu didnt arrive yet
