My FPS just Drops randomly for about 10-15 Seconds

Hello, i recently got some issues when it comes to my Framerate. When i play games like League of legends, Overwatch my FPS goes from 100 to 10-20 which makes it Unplayable for like 10-15 Seconds. It then returns to the usal Performance. I Spectated this whole thing in my Task Manager, and my GPU has only about 30-40 % Usage when i play these Games. I tested a whole lot games after that, but the same Flaw comes up everytime. Things i tried to solve this Problem:

Powerusage in the Nvidia Control Panel is set to Prefer Maximum, as is the Windows Power control options. I reinstalled the Nvidia Driver, tried older one's but none seem to Fixes it. Mainboard Quit'n Cool is Off.

I also have some days where it just works like it is supposed to. But then Magicly reappears which annoys the hell out of me. So im asking for your Advice. My Specs are as Follows:

Mainboard: ASRock N68C-S UCC
CPU: AMD Phenom II X4 B55 3,2 Ghz 50-60 Degrees
GPU: Nvidia GeForce GTX 1050Ti 4 GB 75 Watt 29-30 Degrees
RAM: 8 GB 1333mhz

If anyone has a Solution please let me know, it would be very much Appreciated ! :)

*Note Also: If my GPU is used 100% for example in the Latest Dragon Quest XI it still Occours Randomly like any other game but works until then like it should be.

I did tried that, but no results. Like i said its Random, and even if i have something open like Google Chrome which takes a good Chunk, is still does not Affect the amount of these Drops,
