[SOLVED] Frame Rate stuck at a lower fps

I got the RTX 2080 and after i installed it all my games ran like a dream at high frame rate. GTA V ran at 120 to 150 now stays at around 70 to 90 and Rainbow six siege was running at 180 to 200 FPS and also now runs at around 70 to 90 no matter what settings I change in game.

I don't know when this started to happen but I really hope someone can help or at least explain why this is happening
