Stream stuttering, game smooth

I've been streaming forza horizon 4 for the past few days and I've noticed stuttering in the stream, but none in the actual game. I've messed around with settings a few times and can't seem to figure out what's causing it. My cpu and gpu never seem to hit 100% utilization (I have my game capped at 60fps)
I'm streaming at 1080p 30fps (downscaled from 1440p) and have a bitrate of 4500 (cpu encoding on veryfast preset)

I checked out your stream and it's not stuttering for me. Meaning that this is a problem on your side only as you're streaming and viewing the stream at the same time.

Usually this is related to your internet connection. Since you're encoding at 4500 Bitrate, it gets prioritized, and what's left of you bandwidth is used to look at the stream). The higher the Bitrate, the better your viewer's internet connection needs to be to view the stream at it's full capacity (first because it's 1080p, secondly because there's a high Bitrate).

Dropping to 720p60fps should solve this issue.

Also, you should think about streaming on 720p60fps (it would be better in my opinion). Due to the fact it's 30fps, we don't get to enjoy the 1080p graphics as...

That's weird. On my end it's the VOD that's freezing every few seconds. On mobile it doesn't seem to be doing it as much (if at all.) Maybe the low framerate is causing that or something. I'll try 720p 60fps sometime in the next few days and see if that helps.
Also I have about 120mbs down and 11mbs up so I should be able to watch and stream at the same time. I do streaming for another twitch channel and I've never run into any problems in those streams (with freezes or being able to watch while I'm streaming)

Cpu loads are averaging around 70% in the actual races and events, around 40% in menus and loading screens. The gpu sits closer to 90% and peaks up to 100% sometimes but never seems to cause the freezes.
 
It's normal for GPUs to be at 90-100%. Would be worrying if it wasn't (even Minecraft will take it up to 60%).

CPU loads look somewhat normal. Though this could also be what's the stutters for you since so many videos are being rendered at the same time.
Try 720p60fps and see if it works better for you or not. It should reduce your CPU usage and (normally) automatically make everything smoother. You might also want to slightly reduce the CPU Usage Preset on OBS.

What about temperatures?

Small side note: I also noticed you capped your game's FPS to 60fps. You might not want to do this, sometimes there's drops that you don't notice but it will get captured in the stream. Also on OBS, don't set it to 60fps. Set it to 59.94fps (59.something). I'd recommend it.
