GPU overheating to 95 degrees

My specs:

Zotac NVIDIA GTX 970
I7 - 7900k
16GB RAM

I was playing darwin project earlier today and my in-game FPS started to drop down to 30, until my computer black screened and turned off. I downloaded open hardware monitor and did the same thing and watched my GPU hit 96 degrees before I started lagging again (then I just closed the game). I opened my case and did the same thing and I noticed one of the GPU fans was moving very slowly, and it was difficult to even spin the fan with my hand. This kind of happened out of nowhere, I have had this gpu almost 2 years and this is the first time it has overheated. I also noticed a high pitched noise coming from the case but I don't know if it was already making the noise before because my headphones are noise cancelling.

Things I have already tried:

Replacing thermal paste
Removing dust with compressed air inside fan/inside of case
Tried different game settings
Tried VSync
Tried lowering settings in game
Tried different games (same outcome)

Could one fan really be the reason it is suddenly overheating? Any thoughts or ideas?
