Need help ASAP!!

Hey guys, my friend got all excited about my new gaming system and asked if he could help overclock it. Now, he is pretty tech savvy. So I let him. He was using Intel extreme tuning utility. He restarted the pc and loaded up the utility but then the whole pc just stopped. We started it back up and it seems that I cannot load webpages. It's odd because I can connect to internet, I can ping to websites, but steam, and online services give me a "reset connection" error, anyone know what's wrong?
 
Solution
undo anything he did to it. reset your bios to defaults and remove all overclocks. he probably did other tweaks you may not know about so you may have to clean reinstall windows. if it does not work after a clean install, it's hardware.

tip, next time you or someone else wants to oc your new gaming rig, say NO.
tip, if you want faster hardware then buy faster hardware.

Update:
Safe mode won’t fix it,
Hardware is aye okay (tested each bit)
Tried autoruns
Flushed dns
Cleared cache (several times)
Changed protocol to automatic (tpc/ip)
2 hours of YouTube videos
1 hour of webpage read and repeat drill
Nothing

But,
Transferred hard drives, Works.

>97% Sure this is a software related issue, specifically Windows.

Alright well reinstalling windows did the trick, also

Tip K processors are meant to overclock. I’ve overclocked before, my friend just did this one this time. Idk wtf he did.
