Possible CPU bottleneck?

So I have a question about a possible bottleneck in my system. I will first put my rig in the list below.

I7 3770 @3.4 GHZ
4x 2 gb 1333mhz(different brands)
samsung ssd 250gb
hdd 500 gb toshiba
Msi gaming x gtx 1080 ti

Now for the issue, I notice that in games my GPU is not being fully utilized which causes fps loss, for example in far cry 5 at 1080p I get about 50 - 70 fps and the GPU is at 50% utilization. I have tried almost everything I can think of such as reinstalling windows, remove GPU drivers with DDU and install again, remove overclock of the GPU. But even so it seems that there is something else bottle necking the system. can someone please help?

In general, you have about half as much ram as some new games need and 1333 is slower than optimal (1600 or 1866).

You have a Z processor at stock speed so you’re leaving a good 700 to 800 mhz on the table. I imagine one or more of your cores is at 100% in game and thats why your gpu is underutilized.

What are you talking about?
Ram speed from 1333-2400 impacts 10-20fps depending from game to game.
Yes 8GB's of ram might be limiting for most of games of AAA.

I suggest him to check on ram usage while game loads into world, if its over 7GB's, then main factor is ram limit, cause playing 1080P max settings should yeild not high fps but pagefile hit.

That could be it indeed, I will check with some games and report back. thank you in advance!

I will check right now and see if any of them hits 100% and I will report back, thank you

So I have checked in Mafia 2 and the strange thing is, on 4k resolution the GPU seems to get good utilization around 90-99% but as soon as I switch to 1080p the utilization drops heavily to around 30%. I checked on Ram, disk, cpu, but all of them are good. the ram is at 3370mb usage, the max the cpu hit was 70% on the 1st core the rest hovers between 15 and 60. and the disk usage stays 0%.

4K your CPU is good. 1080p your CPU is a tad slow to support the 1080 Ti. Even my i7-7700K struggles with some games at 1080p to keep the 1080 Ti at 99% utilization. All that though and I would figure your 3770 would do better, but like someone else mentioned it's at stock speeds. Would be different if you had a K series OC'd past 4GHz.

So basically my CPU is too slow to keep up with the GPU. even if the cores aren't maxed out?

That seems to be the case. You can look at it as a CPU bottleneck, or as a GPU that can handle anything you can throw at it. ;)

In truth, with 50-70 fps, unless you have an affordable upgrade for the CPU, it doesn't sounds like a major issue.

I will see if I can assemble a test bench with better system specs so I can determine if it's the CPU or something else. anyway thank you very much!

My CPU hits 70C at maximum so that is actually good temps for a stock cooler. but I think that it's indeed the CPU speed that is holding the GPU back. Because even if the core isn't maxed out some games don't need that much of them. That's why I think it has to be the speed of the CPU.
