stuttering on every game - new pc

Hello guys, sorry for my bad english but ill try to explain my problem.
I built a new pc and whatever game i play i have stutter every few seconds, i tried something but with no difference at all like unistall driver with ddu,the emptystandbylist for the ram or unistall geforce experience but never change..If i play BF1 or even if i play a simple game i have stutter.

well yes the it makes the system stable and removes manufacturing glitches I would update it following the manufacturers guide this is my own guide hope this helps.

BIOS
to access the bios hammer the delete key before system boots up as soon powered on
have a fresh formatted FAT32 USB stick download the bios from motherboard manufacturer only stick the bios you just downloaded on the USB stick recommend at least 2 bios's even if old re-boot press the delete button repeatedly to get into your bios select system then update bios select usb device flash it leave it to do its thing then you should be good with your new bios
if done wrong will brick your motherboard
 
did it ever work smoothly? is this a new or an old, persistent problem? your userbench look ok, but that doesn't mean much.

if this is a new problem, try going in device manager and rolling back drivers for video and maybe lan. one at a time though, test after each change, then if no change, go set that driver back to what it was before the test, move to the next component.

I would try rolling back just the video and testing at this point if it used to work and now does not
