[SOLVED] GPU usage low

I have a MSI gtx 1080 gaming x in most games my gpu usage is in the 50-60% usage area. Destiny 2 and The witcher 3 are some examples. I've turned overclocks off i have prefer maximum performance on in the control panel, also in power settings i have it set to high peformance too. I have tried DDU and reinstalled drivers and other troubleshooting from other forums if anyone has any advice please let me know. my pc specs are

MSI X470 gaming plus motherboard
MSI gtx 1080 gaming x
1000w evga power supply
ryzen 7 2700x 4.15
32gb gb ddr4 3000mhz
144hz monitor

Ok... there could be many reasons why the GPU usage is relativly low...
-The GPU is really underperforming
-The Temps over full load GPU/CPU could have been thermal thorottling it.
-The games dont really need you to use its full performance
-You are using PCI-E 8 pin instead of 16 ones
-The GPU is configurated to be at a low profile and an Override of that configuration is needed by using MSI afterburner
-Some games are designed to be using more the CPU than the GPU.

sorry should've posted that. Both are great gpu is in the 55c area and cpu is in the 40c area. cpu is in the 30% usage while playing, when i play siege gpu is 98% usage but other games like destiny 2 it goes from like 40%-70%
