Is my new gpu broken?

So i got a new rx 580 (4gb) which since day one started acting wierd. The first time i booted my (newly built) pc the resolution was stuck at 800 x 600 unable to change in windows. After 15 minutes of use the screen flicked and i was suddenly in the right scale. When i then started a game the gpu instantly starts getting hotter and speeding up the fans to 100%. The moment i get to a lobby the screen starts to "flicker" constantly in a whiter tone which my eyes cant bare. While in game if im looking at something simple it wont flicker but if i go in and render lets say a town in fortnite it immedialy starts flickering again and when i quickly look in different directions i get a fps drop below 80 when im normally playing 144fps smoothly.

I tried updating to latest drivers but it made things worse.
I then deleted the drivers and at least the flickering dissapeared, i thought...

It came back the moment i started fortnite for the 2nd time after removing drivers. Worked great the first time trying.

When i tried updating drivers again i lost connection to the monitor mid update. I waited 10 minutes before turning of my pc. Havent touched it since then.

Same result with csgo aswell so its probably in every game.

My monitor is all fine it works with my ps4 flawlessly its a freesync 144hz.

Im thinking i just got a faulty gpu but im really anxious like what if i send back the gpu and it works fine for them then ill have to pay 30 dollars in fine and no clue whats wrong.

Got a ryzen 2600 on a b450 motherboard.
 
Solution
I would RMA it right away. Its the most simple solution since other ideas requiere to manipulate the GPU and it will lost warranty. I kinda recommend to do RMA in these type of cases.

What if they get no issues while testing it?

Is it safe and easy to do, like no risk to damage gpu?

No risk:

1 - Download the latest drivers from AMD (do not install yet)
2 - Download DDU (Display Driver Uninstaller)
3 - Run DDU - if it asks for Safe Mode, then do that.
4 - When DDU is complete and the system reboots, install the AMD drivers that you downloaded.

That's it.
